Cold Water Storage Tank Maintenance Checklist

Keep stored cold water safe and compliant — tank inspections, temperature monitoring, lid and screen checks, and the clean-and-disinfect regime under ACoP L8 and HSG274.

What is a cold water tank maintenance checklist?

A cold water storage tank maintenance checklist is a structured list of the 10 preventive maintenance tasks — covering visual, functional, cleaning and record-keeping checks — that keep a cold water storage tank running safely and reliably. It groups routine checks by frequency, from daily inspections to annual servicing, so FM teams and building engineers can plan and evidence preventive maintenance.

Core cold water tank checks

  • Inspect the tank internally for sediment, scale, debris, biofilm, or corrosion
  • Measure stored water temperature
  • Clean and disinfect the tank where inspection or the written scheme requires
  • Record inspections, temperatures, cleaning, and disinfection in the log book

What is a cold water storage tank?

A cold water storage tank (CWST) holds the building's reserve of cold water, feeding outlets and sometimes hot water plant. Stored water is a recognised legionella risk because it can warm up and stagnate. Under the Health and Safety at Work Act, ACoP L8, and HSG274 Part 2, the responsible person must control that risk through a written scheme: monthly temperature checks, regular inspection of the tank's internal condition, and cleaning and disinfection when the inspection indicates it is needed. Lids, screened vents and overflows, and insulation are central to keeping the water clean and cool.

Typical Cold Water Tank maintenance checklist

A practical starting point for planned preventive maintenance. Always refer to the manufacturer's O&M manual and site-specific requirements.

Visual Checks

  • Inspect the tank internally for sediment, scale, debris, biofilm, or corrosion
  • Confirm the lid is close-fitting, insulated, and secured to keep light and debris out
  • Check vents and overflows/warning pipes have intact insect screens
  • Inspect tank, supports, and connections for leaks and structural condition
  • Verify insulation is intact to limit warming of the stored water

Functional Checks

  • Measure stored water temperature — it should remain below 20°C
  • Check the ball/float valve operates correctly without overflow or stagnation
  • Confirm there is adequate turnover and no dead legs on the stored supply

Cleaning & Housekeeping

  • Clean and disinfect the tank where inspection or the written scheme requires

Record Keeping

  • Record inspections, temperatures, cleaning, and disinfection in the log book

Typical maintenance frequency

Suggested intervals for cold water storage tank maintenance. Actual frequencies should follow manufacturer guidance and site-specific risk assessments.

Monthly

  • Check stored water temperature (below 20°C)
  • Confirm lid and screens intact
  • Visual check for ingress

Annually

  • Internal inspection of tank condition
  • Assess need to clean and disinfect
  • Review insulation and screens
  • Update risk assessment records

Common faults and issues

Issues to be aware of when maintaining cold water storage tank equipment.

Stored water warming above 20°C, accelerating bacterial growth including legionella
Missing or ill-fitting lid letting in light, dust, insects, or vermin
Damaged or missing insect screens on vents and overflows
Sediment, scale, or biofilm build-up on the tank base and walls
Stagnation from oversized tanks or low turnover, particularly at low occupancy
Corrosion or leaks on older galvanised or sectional tanks

Safety and compliance notes

Key safety considerations for cold water storage tank maintenance. This is general guidance only — always follow OEM instructions, statutory requirements, and your organisation's safe systems of work.

Tank cleaning and disinfection involve confined-space and chemical hazards — use trained, competent operatives
Maintain the written legionella control scheme — it is a legal requirement under ACoP L8
Never leave a tank uncovered or with damaged screens — protect against contamination
Flush and prove the system after disinfection before returning it to normal use
Coordinate isolation with building users — the tank may serve drinking water and firefighting supplies
